Dr. Winand D.E. Staring, President 

Formerly UN and Dutch diplomat, currently residing in Doha, Qatar. 

As “independent diplomat”, a social entrepreneur, and world connector he leads numerous missions to Qatar, and facilitates highest-level introductions to international and local business communities, universities and governmental & non-governmental organizations.

Dr. Winand is fluent in Dutch, English, and Spanish, with strong knowledge of French & German

Francoise Mouly (LL.M.), Director Strategy 

Born in France, lived in many cities, London, Geneva, Barcelona, Amsterdam, and currently in Doha.  Has had extensive experience in legal advisory practices in corporate finance, in London. Following her post graduate studies in history of art in London, extended her career as legal adviser in art.

Francoise is fluent in French and English, with strong knowledge of Spanish and Dutch.  

Francoise co-founded IAM- Intense Art Magazine, a cross-media platform dedicated to women in contemporary art, fashion and design in Africa and its diaspora. 

Also engaged in philanthropic activities as co-founder of the 'Send a Drop Foundation' dedicated to safe water and sanitation.

Dr. Julie Boisard-Pétrissans

Dr. Julie manages PerfeQt Advisory’s strategy and operations. She co-founded the firm in 2018, with the aim of sharing her experience as an entrepreneur in a multicultural environment.

Dr. Julie holds a Master’s Degree and a Ph.D in law. She is a qualified lawyer and a certified content marketer. She started her career as a legal consultant in Paris and London then joined LexisNexis, the World-leading legal information service provider, where she held different positions as Editor-in-Chief, Content Manager and International Business Development Director (Middle-East & North Africa region). She launched and headed LexisNexis’s operation in Qatar from 2016 until early 2018.

Dr. Julie is a regular speaker at local & international events. She is a published author with solid experience as a trainer.

She faced and overcome the challenges you may encounter in your expansion into new markets.

Dr. Julie is fluent in English and French.

Dr. Mohamed Sadek

Dr. Mohamed focuses on supporting the firm’s international growth and outreach. He joined PerfeQt Advisory in early 2020 with the aim of sharing his multicultural background and large international network.

Dr Mohamed holds a Master’s Degree and a Ph.D in law. He is a qualified lawyer (Moroccan bar) specialising in financial and commercial law. He started his career as an in-house counsel at the Regional Notaries Council of Rabat (Morocco). He then joined the University of Toulouse (France) as a junior lecturer, while completing his Ph.D. Dr. Mohamed has also five years of experience in legal editing and contents management.

He is a published author and a regular speaker at local conferences.

Dr. Mohamed is fluent in Arabic, French and English.

Paula Melbourne, Founding Director,

Paula is a multi-lingual (English, French, Spanish) dual national (British and Canadian) and global citizen. She holds two undergraduate degrees (B.A. Psychology, B.Soc.Sc. Sociology) from University of Ottawa and a Master’s degree (Human Rights) from University of Sussex (UK).

Over a 20 year corporate Human Resources career, she worked in the UK, Canada, Russia and Hong Kong, for multinational corporations (Deloitte, PeopleSoft, Linklaters, Barclays Capital, Dell, Chubb) in the finance, technology and professional services sectors. A Talent expert, Paula is trained in psychometric and behavioural assessment with certifications in SHL, MBTI and Thomas International. She is a highly experienced, qualified behavioural interviewer and corporate trainer. Due South is a member of the Gibraltar Federation of Small Businesses (GFSB) and Gibraltar CIPD Branch. Paula works with small to large corporations, NGO’s, charities and business networks, to enable them to fully harness human capital for maximum company, individual and societal benefit.
